With reference to the attached correspondence,
and in especial reference to the $10 fee for the voluntary
examination of Mercantile Marine Officers in Signalling,

Should such a course be possible I would strongly
urge (a) the abolition of any fee, for this examination,
having in view the fact that the examination is voluntary,
that the officers examined have no school as yet to go to
where they can be taught signalling, and whatever efficiency
they arrive at is due entirely to their own exertions; (b)
the substitution of an examination by naval signallers who
are actually serving and with whom the Mercantile Marine
have to work.
This latter course would, in my opinion, lead to
far more sympathy between the two Services than at present
exists.
